Marc Matthew Groman is a nationally recognized leader in privacy, cybersecurity, and technology policy, with more than 25 years of experience across government, industry, and academia. He is the Founder and Principal of Groman Consulting Group, where he advises Fortune 100 companies, high-growth technology firms, and public sector organizations on artificial intelligence, digital strategy, and enterprise data governance. His work focuses on helping organizations manage risk, respond to crises, and responsibly leverage data to drive innovation.

Groman previously served as Senior Advisor for Privacy in the White House Office of Management and Budget under President Obama, where he had overall responsibility for coordinating and implementing privacy policy across the federal government. In that role, he led major initiatives to modernize federal privacy and information governance frameworks, created and chaired the Federal Privacy Council, and directed the government’s response to significant data breaches, including the 2015 OPM incident.

Earlier in his career, Groman served as the first Chief Privacy Officer at the Federal Trade Commission, where he built the agency’s comprehensive privacy program and advised on enforcement and policy matters involving emerging technologies, data security, and consumer protection. He also served as President and CEO of the Network Advertising Initiative, leading a successful organizational transformation and advancing industry standards for responsible digital advertising.

Groman previously served as a member of both the Civil Liberties and Privacy Panel and the Policy and Engagement Panel for the Director’s Advisory Board for the US National Security Agency. He has also served on the Information Security and Privacy Advisory Board for the US National Institute of Standards and Technology and the Board of the International Association of Privacy Professionals.

Most recently, Groman was appointed Senior Lecturing Fellow and Co-Director of Graduate Studies for the M.A. in Applied Ethics and Policy at Duke University’s Institute for Science and Society. An experienced speaker and educator, he has received high praise from students for his “unconventional teaching style,” “high energy, interactive classes,” and “creative approach to learning.”

Groman is a frequent speaker on tech issues, was the producer and co-host for the award winning podcast, Their Own Devices, and has been quoted in major news publications such as the New York Times, Washington Post, NY Daily News, Reuters, Forbes, CBS News, NPR, Politico, Federal News Network, Ad Exchanger, and others. He received his JD from Harvard Law School and a BA in International Relations from Tufts University.
